O’Neal Announces Impact Fee Amounts for 48th District

HARRISBURG – More than $8.4 million in impact fees paid by Marcellus Shale drilling companies will benefit residents of the 48th District, either through direct disbursements to municipalities or Washington County at large, said Rep. Tim O’Neal (R-Washington).

For the reporting year of 2019, natural gas producers paid more than $200 million in impact fees statewide, for a total of over $1.9 billion over the past nine years.

“For almost a decade, impact fees have helped municipalities in a variety of ways and lessened the impact of drilling in our communities,” O’Neal said. “Especially during these difficult economic times, this funding will assist with important services and projects throughout the county.”

Within the 48th District, the following impact fee disbursements were announced:

   • Canonsburg Borough – $147,557.
   • Chartiers Township – $514,635.
   • East Washington Borough – $28,628.
   • Houston Borough – $19,483.
   • North Franklin Township – $132,815.
   • North Strabane Township – $457,594.
   • South Strabane Township – $298,582.
   • City of Washington – $227,294

Additionally, Washington County will receive almost $6.62 million in proceeds from the Marcellus Legacy Fund, which is designed to be used for environmental, highway, water and sewer projects, rehabilitation of greenways and other projects.

According to the Public Utility Commission (PUC), which is the state agency charged with collecting the fee, this year’s distribution is approximately $42.6 million lower than last year, driven primarily by a drop in the average price of natural gas.

The disbursements to municipalities and counties were announced today (Thursday), and checks to municipalities are expected to be sent out in early July.
