Grants Awarded for Projects in 48th District, O’Neal Says

January 20, 2026

HARRISBURG – Rep. Tim O’Neal (R-Washington) today announced almost $2.1 million in grants from the Commonwealth Financing Authority (CFA) were awarded for projects throughout the 48th Legislative District under two programs.

“These grants address pressing storm water and transportation issues in the 48th Legislative District,” O’Neal said. “By tackling stormwater problems, erosion and flooding are reduced. In addition, fixing roadways reduces wear and tear on vehicles, thus mitigating costs for drivers. I will continue to advocate for funds for Washington County.”

The Multimodal Transportation Fund (MTF) provides grants to encourage economic development and ensure a safe and reliable system of transportation is available in the Commonwealth. Those receiving MTF grants are:

• Amwell Township – $169,700 to replace the East Hillsboro Road Bridge.
• Carroll Township – $339,850 to remediate a landslide along Columbia Road.
• North Franklin Chestnut LLC – $650,056 to repave the outer ring road at the Washington Crown Center.

The Pennsylvania Small Water and Sewer Program awards grants to assist with the construction, improvement, expansion, or rehabilitation or repair of a water supply system, sanitary sewer system, storm sewer system or flood control project. Those receiving these grants are:

• Carroll Township – $73,312 to construct a bioswale for stormwater at Valley Avenue Park.
• Carroll Township Authority – $260,525 to upgrade the Pigeon Creek Pump Station.
• North Strabane Township – $50,073 to fix uncontrolled runoff near McGregor Avenue to address erosion and the flow velocity of generated runoff.
• North Strabane Township – $116,090 for a drainage improvement project along Curry Avenue to prevent shoulder collapse.
• Washington-East Washington Joint Authority – $425,000 to rehabilitate manholes along the Chartiers Interceptor Sewer, which conveys stormwater from seven different municipalities.

The 48th Legislative District in Washington County covers the city of Washington; Amwell, part of Carroll (Districts 3, 4 and 5), East Finley, Fallowfield, Morris, North Franklin, part of North Strabane (Districts 1, 2, 3, 4 and 5), Nottingham, Somerset, South Franklin, South Strabane, and West Finley townships; and the boroughs of Donora, East Washington and Green Hills.
